What is a Dynamic Purchasing System?
A Dynamic Purchasing System (DPS) is similar to an electronic framework agreement, except new suppliers can join at any time. This solution can save time and money by being a quick and easy way to access goods, services and works through an OJEU compliant route.
A DPS works in two stages; in the first stage EEM will issue a call for competition in OJEU and Contracts Finder, expressing their intention to establish a DPS.
All suitable applicants, who meet the selection criteria and avoid exclusion, are admitted onto the DPS. Depending on the size and structure of the DPS, it may be divided into categories in such cases, suppliers are admitted to a relevant category or categories. There is no legal limit on the number of suppliers in a DPS.
Why is a DPS beneficial for EEM members?
Once the Dynamic Purchasing System has been set up, the Members can use it to award specific contracts. This is done by inviting all suppliers in the relevant category to tender. The minimum timescale for the return of tenders is 10 working days.
EEM will manage the full DPS draw down process on behalf of members saving you time and costs in running your own tender process. This is a free of charge service.
Why is a DPS good for suppliers and contractors?
Suppliers can both join and leave DPS arrangements whenever they choose.
A DPS can benefit smaller suppliers, as applicants do not need to submit indicative tenders with their request to join and they reduce the red tape that might deter smaller firms from tendering for larger framework procurements.
There is no maximum lifecycle for a DPS meaning Suppliers do not have to keep going through lengthy procurements every 4 years with no guarantee of being successful. Whilst we are establishing our DPS processes we have decided that they will be re-procured every 5 years to maintain market competitiveness and relevance to members’ needs. They will be refreshed annually to ensure all the applicants still meet the minimum requirements.
EEM Training Services DPS
Our Training Services DPS is now up and running. Each application to join the DPS has been reviewed by EEM to ensure the minimum criteria for entry onto the DPS is met. Successful training providers are set up to deliver training via a variety of methods including online, at a Members premises or within their own training facilities.
The DPS has been split into the following categories:
- Leadership and Management
- Health and Safety
- Core Skills (assertiveness, minute taking, time management etc)
- Customer Service
- Equality and Diversity
- IT Skills
- Specialist Training (gas safe, water regulations, electrical etc)
- Plant and Equipment Use
We now have 20 providers waiting for their first opportunity so please get in touch if you have any training requirements we may be able to help with.
As this is our first DPS, the delivery of the training has been set up for our East Midlands based Members only. Further DPS lists will be set up in the future for our Members that fall outside of the East Midlands area.
EEM Modular Homes DPS
In May 2018, we launched our Modular Homes DPS. This DPS will cover the manufacture and installation of a range of consistently high-quality, energy efficient modular homes. Homes can be clad in a wide range of traditional and contemporary external finishes to meet the requirements of the Member and surrounding area and offer a range of rooflines.
Properties will be delivered to site:
- Fully insulated – external and internal/party walls, floors and roofs
- Internal partitions erected
- Windows and Doors fitted
- All internal wall, floor and ceiling finishes
- Fully installed kitchen and bathroom(s)
- Fully completed electrics, plumbing, heating and ventilation
The DPS will be available to use from the 25th June 2018 and run for 5 years.
